Program Management
To support an agency's program management activities most effectively, a firm should be familiar with the entire history of the program. Staff must appreciate how legislative mandates drive regulatory requirements and policy-making which, in turn, drive the way a program is managed. At Indtai, our staff quickly grasp the laws, missions, administrative reforms, initiatives, and regulations that define how a program should be run. These elements--especially the older and more fundamental ones--are the cornerstones for governmental programs and are often forgotten in the crush of day-to-day operations.
Effective governmental programs focus on mapping budgets to priorities and allocating most resources to mission-critical needs, while also being attentive to emerging issues. We believe that there should be a "strategic alignment" of laws, regulations, priorities, organizational structures, budgets, and performance measurements. The Government Performance and Results Act (GPRA) and other laws codify this belief in a framework of goals and requirements that Federal agencies follow today. Our program management services flow from GPRA-inspired principles and the concept of strategic alignment as we assist clients in defining, planning, implementing, and tracking efforts to meet the mission and goals of a program.
We support program implementation by conducting budgetary and financial analysis; facilitating the development of strategic plans, mission statements and goals; conducting research on best practices, particularly from the field and other agencies; assisting in reorganization of program staff; conducting business process analysis and recommending opportunities for work flow reengineering; and collecting and analyzing data from the field (e.g., Regions, States, field offices). We also ensure that program management is so well planned that program evaluation proceeds from it naturally, rather than being perceived as a separate "initiative."
We know many Federal programs, and we take care to analyze and comprehend all regulations, statutes, and initiatives fully before we recommend alternatives. Our management strategies also make full use of our communication and outreach talents. A well-managed program is a coordinated program, one that capitalizes fully on the interplay between components of a Federal agency, and among several Federal agencies. We understand the need for good communication and foster the interplay of all stakeholders.
