Evaluating EPA's Value-Added in the DOD BRAC Cleanup Program: Indtai conducted a business process analysis to characterize DOD and EPA roles and activities in the BRAC environmental restoration and property transfer program. We also identified potential bottlenecks in the DOD/EPA budgetary processes. Indtai developed performance criteria for better measuring EPA's contributions to the BRAC cleanup program in the form of a "Report Card". Indtai continues to develop the "BRAC Report Card" survey concept for obtaining feedback on EPA's performance at the base level and identifying opportunities for improvement.

Document Management for PART Evaluation: Indtai developed a document management system to assist EPA in effectively responding to OMB’s PART evaluation. We electronically organized and controlled files for use as evidence in the EPA’s PART response to OMB. Indtai’s consultants identified, collected, scanned, and indexed key documents and developed a Web-based platform for document access-all in under four weeks. Development of GATEWAY/ENVIROFACTS: An Indtai consultant was the development manager for EPA's GATEWAY/ENVIROFACTS project. The system solved the problem of integrating the Agency's stovepipe, mainframe databases and providing desktop access to internal (EPA) and external stakeholders. The project also provided significant impetus to the adoption of client-server architectures in the Agency. GATEWAY/ENVIROFACTS receives a significant amount of web traffic and has been featured at EPA-sponsored Earth Day events.

Environmental Information Management and Systems Analysis: One Indtai consultant reviewed and analyzed environmental statutes such as CERCLA, RCRA, and CWA; the NCP; programmatic guidance and policy memos; and regulations in designing and populating key EPA management information systems. He was the lead analyst in the redesign of CERCLIS 2.0, for which he defined data structures, database elements, and codes. He developed data collection forms and worked with the Regions to refine forms and data reporting processes. He managed a variety of data quality and completeness initiatives involving direct contact with field personnel. He revised existing reports and designed new management reports, as well as identifying data quality issues and recommending solutions.

Architecture Management: A senior Indtai consultant managed the definition and development of the architecture for a UNIX Silver/workstation-based software product, migrating the previous generation product from a mainframe base. More than $210 million dollars worth of orders were received for the re-architected product.

Fannie Mae Systems: An Indtai consultant was responsible for the full life-cycle development of a software application that supports Fannie Mae's multi-family business segment. In order to better support the user base, he rapidly learned Fannie Mae's business as a secondary mortgage market institution, and more specifically, the multi-family products and operations. As the senior project manager, he was responsible for client interface at all levels, and ensured the timely delivery, operation, and refinement of the system.

Virtual Insurance Marketplace: One of our leading technologists directed the software development for TheRiskExchange, a secure, global, and totally neutral commercial insurance marketplace. This innovative platform facilitates participation of a wide range of market players and accommodates transactions involving a broad array of risk classes. TheRiskExchange unites brokers, insureds, insurers, and reinsurers in a forum for assessing and purchasing both simple risks and highly complex exposures. Under our consultant's guidance, TheRiskExchange brought the paper- and communication-intensive commercial insurance industry into the Internet-enabled era of efficiency. TheRiskExchange brings state-of-the-art document and file management and messaging, workflow automation, and database solutions together to provide a comprehensive platform for the commercial insurance industry.

DoD System Migration: As a senior software engineer, an Indtai consultant supervised seven other software engineers in an effort to transition a 350,000-line historical database and analytical system from a flat-file, hierarchical architecture with a text-based user interface and outdated hardware to a network of Sun workstations, using an X-Window/Motif Graphic User Interface and Oracle Relational Database Management System. Our consultant managed the project in such a way as to enable the client to continue to gather and analyze data during the transition. The new hardware and software improved processing time and provided the capacity to exponentially increase the amount of data being collected. Our consultant wrote the system specifications and development plan and managed the transition of the system for a DoD client in Space and Naval Warfare. In the process of delivering the system on time and within budget, he worked independently in Japan with individuals from the host country to install, configure, and train personnel on the use of the system. The outcome was a system that continued to provide the research and analysis on historical data, and also was capable of processing next generation data. This improved both system and resource efficiencies, enabling the client to do more with fewer funds.
